Rachel Fey is the Vice President of Policy and Strategic Partnerships, with more than two decades of experience in reproductive health and rights.

Rachel leads Power to Decide’s non-partisan federal and state public policy program, as well as forging strategic partnerships with a range of public and private sector organizations. Her work focuses on protecting and advancing policies that provide information, coverage, and access to reproductive healthcare. Her recent policy accomplishments include her leadership in the expansion of TRICARE coverage of contraception without co-pays to 1.4 million beneficiaries — the first expansion of no co-pay contraceptive coverage since the ACA, and the development and dissemination of policymaker resources to help combat contraceptive mis- and disinformation.

Prior to Power to Decide, Rachel worked on family planning provisions of the ACA, the Title X Family Planning Program, and Medicaid while at The National Family Planning and Reproductive Health Association (NFPRHA). Her additional experience includes work at Repro Freedom for All (formerly NARAL Pro-Choice America), the Association of Reproductive Health Professionals (ARHP), and the Johns Hopkins Bloomberg School of Public Health, Center for Communication Programs.

Rachel and the policy team have been recognized by the Women in Government Relations Excellence in Advocacy Awards in 2024 for Excellence in an Advocacy Campaign for Women. She is an organization spokesperson and is regularly cited in the media, including AP, CNN, The Hill, Ms. Magazine, and more.

Rachel holds a BA in International Studies from Johns Hopkins University.
